Groundbreaking ceremony for the Lusalira–Kasambya–Nkonge–Sembabule road in Uganda
On 15 August 2025, the groundbreaking ceremony for the Lusalira–Kasambya–Nkonge–Sembabule road (Package 4) was held, marking the official start of one of the most important road works currently underway in Uganda.
The event was attended by representatives of the Ugandan Government, including the Minister of Finance, Henry Musasizi, and the Minister of Transport, General Edward Katumba Wamala, as well as representatives of the Uganda National Roads Authority. Tecnovia was represented by Álvaro Lopes, country manager for Uganda, and several of its technical staff.
The project will be carried out by the Tecnovia SA – Tecnovia Angola Lda consortium, under the contract signed with the Uganda National Roads Authority (UNRA), and is expected to last 36 months.
Financing is being provided by a consortium of banks led by Citibank, which also includes ABSA and DBSA, in the amount of 534.9 billion Ugandan shillings (approximately €126 million). The financing agreement between the Ministry of Finance, Planning and Economic Development of the Republic of Uganda (MoFPED) and the consortium of banks was signed on 8 November 2024.
A structural investment for Uganda
Stretching 97 km, the new road will create a strategic transport corridor between the country’s Central and Western regions, reducing travel times and transport costs. Connecting important economic centres, this road will improve the flow of agricultural and livestock products, provide crucial access to oil and gas exploration areas in the Albertine region, and improve the mobility of people and goods.
The project, to be carried out under an EPCF (Engineering, Procurement, Construction and Financing) contract, will be developed under the authority and supervision of the Uganda National Roads Authority (UNRA). It includes paving to the highest international technical standards, drainage systems, standard engineering structures, road safety measures and public lighting.
The project will be carried out under a demanding environmental and social programme, with various actions to integrate with the affected communities and mitigate environmental impacts in terms of biodiversity, water resources, materials and waste management, among others.

For Tecnovia, this project represents a milestone in its internationalisation in Uganda and an opportunity to contribute sustainably to the development of this country.
In August 2024, we began construction of the Uganda International and Specialist Hospital, about 13 km from Kampala, in the Wakiso district, a fundamental project for the country’s health infrastructure.
The Lusalira–Kasambya–Nkonge–Sembabule project is much more than just a road for us; it is a path to new opportunities, greater proximity between regions and better socio-economic conditions for many people.
